''Quels liens peut-on établir entre le développement de la Politique de sécurité et de défense commune (PSDC) et l'évolution de l'Union européenne en tant qu'acteur international ? Nous nous proposons d'inscrire notre recherche dans cette thématique en étudiant l'influence de la relation entre militaires et civils au sein des institutions européennes dans le cadre de la PSDC sur la façon dont les civils conçoivent l'UE comme acteur international.Pour certains, l'UE se doit de rester avant tout une « puissance civile » prenant ses distances par rapport à l'usage de la force militaire dans les relations internationales. Pour d'autres, elle a vocation à devenir une « Europe puissance » qui intégrerait pleinement une dimension militaire dans son action extérieure. Si la création de la PSDC n'a pas tranché entre ces deux visions, elle a peut-être fait naître une dynamique qui pourrait amener certains civils au sein des institutions européennes à embrasser l'idée d'une Europe puissance.Nous chercherons à vérifier si des mécanismes de socialisation entre civils et militaires sont à l'oeuvre au sein du cadre institutionnel de la PSDC, et si ces mécanismes mènent à la diffusion chez les civils d'idées, de représentations et de schèmes de pensée appartenant aux militaires. Dans cette perspective, cela pourrait conduire les civils à intégrer progressivement le référentiel militaire, à accepter la normalité de l'utilisation d'instruments militaires dans l'action extérieure de l'UE, et donc à adopter une vision de l'UE en tant qu'acteur international s'éloignant et devant s'éloigner de l'identité de puissance civile.Nous nous proposons de nous pencher sur ces phénomènes à travers une étude qualitative qui reposera principalement sur des entretiens avec les acteurs civils et militaires cités. L'élaboration d'une cartographie des réseaux d'interactions liant civils et militaires nous permettra d'évaluer si l'influence éventuelle varie en fonction du degré de proximité entre ces deux types d'acteurs.'' [''What links can one draw between the creation of CSDP and the evolution of the European Union as an international actor? Our research will address this fundamental question by studying if and how the relationship between civilian and military actors in the EU institutions within the framework of the CSDP influences the civilians' view of the EU as an international actor.Some in the EU institutions believe that the EU must remain a 'civilian power' and distance itself from the use of force in international relations. Others argue that the EU should fully integrate a military dimension to its foreign policy, making it a 'Europe puissance'. Although the creation of the CSDP is to be understood as a middle-ground option between these two visions, it may have given birth to a process that could lead certain civilian actors to embrace the idea of a 'Europe puissance'.In this research, we will seek to examine with the tools of constructivism whether socialization mechanisms are at work within the institutional framework of the CSDP, and whether these mechanisms are bringing about a transmission of ideas, of representations and of cognitive schemes from the military to the civilians. This would in turn mean an integration by the civilians of the military frames of reference, an acceptance of the normal character of the use of military instruments in the foreign policy of the EU, and therefore an espousal of the view of the EU as a 'Europe puissance'.We will study these phenomena through a qualitative research based on interviews conducted with the aforementioned civilian and military actors. Establishing a mapping of the social networks linking these actors will allow us to examine whether the possible influence varies according to the degree of proximity between the civilians and the military.'']
