GRAPAX 2 (Groupe de recherche en appui aux politiques de paix) [GRAPAX 2 (Research group in support of peace policies)]
Le pôle ULB de ce projet de recherche porte sur la dimension sécurité-développement de l'intervention internationale dans les Etats fragiles situés dans la région des Grands Lacs. Dans le sillon des travaux précédemment réalisés par le Grapax et à la confluence de nombreuses échéances (Présidence belge de l'Union européenne au second semestre 2010, commémorations d'indépendances en Afrique, élections en Afrique centrale, etc.), l'agenda de recherche pour 2010 se concentre sur les formes d'approches pangouvernementales du statebuilding qui pourraient être suivies par la Belgique dans les Etats fragiles. L'objectif étant, à terme, d'émettre une série de recommandations à la Belgique afin d'améliorer l'efficacité et la cohérence de son action. In the line of the works previously realised by the Grapax and at the confluence of numerous circumstances (the Belgian Presidency of the European Union in the second half of 2010, the Independence anniversaries of many States in Africa, elections in Central African Countries, etc.), the research agenda for 2010 will concentrate on the forms of whole of government approaches to statebuilding that could be followed by Belgium in fragile States. ''EurobroadMap. Visions of Europe in the World'' [EurobroadMap. Visions of Europe in the World.]
Participation au 7ième programme-cadre. Projet de recherche coordonné par Claude GRASLAND (CNRS/Paris). Le projet EuroBroadMap regroupe un consortium d'universités et de centres de recherche, situés dans une dizaine de pays différents (européens et non européens). Ce projet bénéficie d'un financement du 7e programme-cadre pour la recherche (PCR) de la Commission européenne. Le principal objectif de ce projet est de rendre compte et d'étudier les perceptions et représentations du rôle de l'Union européenne en tant qu'acteur international, et ce dans une perspective non-eurocentrée. En combinant plusieurs approches méthodologiques (quantitatives et qualitatives) et disciplinaires (géographique, économique, sociologique et politologique), le projet vise à constituer une ''carte mentale'' de l'UE par ses observateurs extérieurs, dont la mise en perspective avec d'autres données (flux migratoires, financiers, commerciaux, etc) devrait permettre de tirer un certain nombre d'enseignements sur son statut d'acteur international. La participation de Marwan HOBEIKA s'effectue plus précisément au sein du 4e groupe de travail, qui vise d'une part à collecter des données qualitatives sur les visions politiques nationales d'un certain nombre de pays-cibles à l'égard de l'Union européenne, et d'autre part à étudier le rôle de celle-ci au sein d'un certain nombre d'organisations et arènes internationales (ONU, OMC, mais également les grandes conférences thématiques, notamment sur le changement climatique (Copenhague) et la crise financière (Pittsburgh). The EuroBroadMap project brings together several universities and research centres, located in a dozen of different countries in Europe and elsewhere. This project is financed under the 7th Framework Program for Research of the European Commission. The main objective of this project is to account for and study the perceptions and representations of the role of the European Union as an international actor in a non-Eurocentric perspective . In combining several methodological approaches (qualitative and quantitative) and academic disciplines (geography, economics, sociology and political science), the research project aims at designing a «mental map» of the EU as seen by its external observers. By putting these findings into perspective with various other data, such as financial, commercial and migratory flows for instance, several conclusions could be thus drawn regarding the status of the EU as an international actor. Marwan HOBEIKA's contribution to the project falls within the scope of the fourth working package, which aims on one hand at collecting qualitative data on the national political visions of a number of target-countries regarding the European Union, and on the other hand attempts to study its role within the main international organisations and fora (UN, WTO) and also in the recent multilateral thematic conferences, notably on climate change (in Copenhagen) and the global financial crisis (in Pittsburgh). Analyse de l'émergence des normes internationales [Analysis of the emergence of international norms]
Les recherches portant sur certaines normes internationales, comme la responsabilité de protéger, ont permis d'approfondir la connaissance des conditions sociologiques permettant l'émergence et la consolidation de normes au niveau international et d'évaluer plus finement les potentialités et les limites inhérentes à la diffusion d'idées ou de valeurs au sein de la société internationale. Dans cette perspective, les travaux antérieurs de Barbara DELCOURT relatifs à l'économie des relations entre droit et politique se sont avérés fort utiles et ont permis d'établir des liens entre les recherches effectuées dans le domaine du droit international et de la sociologie et de confirmer mes intuitions premières concernant la valeur ajoutée d'une approche multidisciplinaire dans l'étude de la politique internationale. La légitimation de la violence dans la politique internationale. [The legitimization of violence in international politics.]
Projet de recherche international sur la légitimation de la violence en politique internationale. Les manifestations de violence et la manière dont celles-ci sont appréhendées, ou pas, par les institutions internationales notamment constituent un champ de recherche fécond permettant également de faire le lien avec les recherches effectuées par Barbara Delcourt relatives à l'émergence des normes internationales et à l'étude des principes structurants des relations internationales. De fait, la question de la légitimation de la violence ou les tentatives visant à en neutraliser les effets sont intimement liés à la manière dont se conçoit la souveraineté dans les sphères interne et internationale et à la prégnance des conceptions plus technocratiques découlant du succès de la notion de gouvernance, comme en témoigne précisément la manière dont les institutions internationales conçoivent leurs politiques de « gestion de crise ». Dans ce cadre, l'attention s'est également portée sur le phénomène de la privatisation de la violence et l'émergence de compagnies privées militaires et de sécurité de plus en plus présentes sur les théâtres de crise politique violente. The expressions of violence and the way they are comprehended or not - notably by international institutions - form a rich field for investigation. A link can be made with Barbara Delcourt's research related to the emergence of international norms and the analysis of structuring principles of international relations. It is a fact that the issue of violence legitimization or the attempts aiming at neutralizing its impact are closely linked to the way sovereignty is conceived in the domestic and international spheres and to the prevalence of more technocratic ideas ensuing from the success of the notion of governance, as precisely demonstrated by the way international institutions build their 'crisis management' policies. Within this frame, particular attention has been brought to the phenomenon of privatizing violence and the emergence of private military and security companies being increasingly involved in violent political crisis scenes. Pour une théorie politique empirique des principes structurants des relations internationales [For an empiric political theory of structuring principles of international relations]
Dans le sillage de sa thèse de doctorat, Barbara DELCOURT a poursuivi ses recherches portant sur les significations et les transformations des principes structurants des relations internationales. Il s'agit avant tout de s'attacher à comprendre et à expliquer ce que des concepts comme la souveraineté et la gouvernance signifient concrètement dans l'organisation et l'exercice du pouvoir sur la scène internationale en prenant en considération les différents niveaux (infranational, national, supranational, international) dans lesquels se déploient les jeux de pouvoir. D'un point de vue épistémologique, la démarche s'apparente à une investigation théorique portant sur des concepts mais dont les significations concrètes et les effets ne peuvent être dégagés qu'à l'issue d'une analyse empirique portant sur un matériau déterminé, et cela afin d'éviter les écueils généralement associés à une démarche théorique essentiellement spéculative et détachée du contexte politique dans lequel les concepts prennent sens. Les cas d'étude visés par cette entreprise se concentrent sur l'espace ex-Yougoslave et en particulier sur les expériences d'administration internationale de territoires. Organisme financeur : ULB. Personne en charge : Barbara DELCOURT [In the wake of her doctoral thesis, Barbara DELCOURT pursued her researches related to the meanings and transformations of structural principles of international relations. She aims at understanding and explaining what concepts such as sovereignty and governance mean concretely in the organization and power exercise on the international scene, taking into account different levels (infra-national, national, supranational, international) in which games of power play. From a epistemological point of view, the procedure is similar to a theoretical investigation related to concepts but whose concrete meanings and effects can't be brought out before the empirical analysis of a defined material is completed, and this in order to avoid risks generally associated to a theoretical approach principally speculative and detached of the political context in which concepts take a particular meaning. The case studies concerned by this initiative are focussed on the ex-Yugoslavia space and particularly on the experiences of international territories administration. Financing organisation : ULB.
