Projet de thèse: la question centrale servant de fil rouge à l'analyse est « Pourquoi, comment et avec quelles conséquences, l'instrument de 'Capacity Building' est-il utilisé dans le cadre de la politique publique internationale de lutte contre le VIH/SIDA ? » Le but de cette recherche est d'étudier la manière dont le 'Capacity Building', en tant qu'instrument d'action publique, a été mis sur agenda au niveau international dans le cadre de la lutte contre le VIH/SIDA, comment il a été construit, défini et est instrumentalisé par les différents acteurs impliqués dans cette lutte. Cette étude combine différents niveaux d'analyse : le niveau international où sont définis les instruments d'action en matière de lutte contre le SIDA et où divers acteurs impliqués dans la définition de ces instruments (ONG, Organisations internationales, experts, Etats) interagissent. Les niveaux national et local où ces instruments sont censés être mis en 'uvre et où divers acteurs (Etats, ONG..) interagissent également, dans leurs stratégies de réponse face à ces instruments (utilisation, appropriation, instrumentalisation ou résistance). The main question underlying the analysis is 'why, how and with which consequences the instrument of Capacity Building is used in the context of the fight against HIV/AIDS?'.The aims of this research are to study the way the 'Capacity Building', as public action instrument, was set up on the international agenda in the context of the fight against HIV/AIDS; to study the way it was constructed, defined and used or exploited by the diverse actors implied in this fight. This study combines different levels of analysis: the international level where the instruments of action for fighting against HIV/AIDS are debated and where various actors implied in those debates (NGOs, International Organisations, experts, states) interact. The national and local levels where those instruments are supposed to be implemented and where various actors (states, NGOs,') interact as well while responding strategically to those instruments (use, exploitation, resistance, appropriation,').Financing organisation : Mini-ARC(ULB).
