Deputy Director at NUPI from September 2000, acting Head of the UN Programme as of 1 March 2001.

Ulriksen studies Western, mainly European, defence policy with a particular focus on military theory and defence related co-operation and integration.

His main (Dr.Polit.) project, "Brothers in Arms? European defence policy after the Cold War", concentrates on European co-operation in three interlinked fields; the defence policy field; the development of an ESDI, the EU/WEU/NATO questions etc. the military field: the rise of an integrated multinational military structure in Europe, the defence industry: questions concerning the integration of the European defence market and the embryonic development of a transnational defence industry.

Additional interests are exemplified by three ongoing projects: The present and historical formation of Norwegian defence identity and doctrine, dilemmas raised by the combination of Foreign Policy Activism and Alignment, and an evaluation of the Revolution in Military Affairs from a non-great power perspective. Furthermore a project on European military involvement in Africa and an analysis of the Congo war are in the early stages of development.
