Francisco Rey is currently a Consultant for the Spanish Red Cross
and a private consultant for other firms, NGOs and cooperation agencies
and a Researcher at IECAH. He also co-operates with the Peace Research
Centre (CIP) of Madrid, is also member of ANALP (Accountability,
Learning and Evaluation Network of Humanitarian Action), founder
and member of GERP (Group of Studies on Post-conflict Rehabilitation)
and member of board of ACADE (Associación de Professionals
por la Calidad de la Cooperación para el Desarrollo).
He has a Diploma in Biological Science, a Diploma in Public Health
and a Master in International Relations, and his activities have
ranged from the co-ordination and management of humanitarian and
development projects financed by the European Commission and other
donors, to the evaluation and monitoring of development and humanitarian
projects, training and education on EU project planning, strategic
planning, evaluation, etc. at Universities, NGOs and official co-operation
organisms, the implementation of evaluating procedures and manuals
and research activities and co-operation with universities in the
fields of development co-operation, project planning, evaluation,
humanitarian aid, European co-operation, among others.
Francisco Rey is author of several books and many articles, the
majority related to Humanitarian Action, Conflicts and Development.
In the framework of the ESDP Democracy Project, Francisco Rey is
a Project Associate in the IECAH.
