Dr Owen Greene is Research Director and Senior Lecturer in
International Relations and Security Studies at the Department of
Peace Studies, University of Bradford, UK, and is also Director of the
newly-formed Centre for International Cooperation and Security (CICS)
in the University. He is author or co-author of some 9 books, over 200
book chapters, journal articles and research reports, and 8 edited
volumes; and is actively involved in international policy development
and negotiations in areas related to his research.
In recent years, his research has focussed mainly on: the
development, implementation and effectiveness of international,
regional and EU governance and transparency with respect to security
and environmental issues; national governance and democratic
accountability in security policies and practices in transitional and
conflict-prone countries as well as in the EU; arms and
dual-technology export controls; and the development of international
assistance programmes to promote conflict prevention, weapons
reduction and control, and internal/community security in conflict
prone regions.
Amongst his recent projects and programmes, Owen Greene has:
co-directed the Bradford international project on the UN Register of
Conventional Arms and associated internatonal and regional
transparency and confidence-building measures (1992 - present);
co-directed the EU Tacis Democracy Programme project on Promoting
democratic accountability in the military sphere in the countries of
the Former Soviet Union (1996 - 2000); and has been a partner in
several policy research projects relating to small arms, illicit
trafficking and weapons proliferation. Amongst his recent policy
activities, he has for example been: the Consultant to the UN Group of
Governmental Experts on Small Arms; leader of the EU Council Mission
to Cambodia (1999) to develop EU-Cambodia cooperation on weapons
reduction and control programmes; the special assistant to the
Secretary-General of the International Conference on Sustainable
Disarmament for Sustainable Development (Brussels, October 1998);
Consultant to Post-Conflict Unit of the World Bank; and consultant or
advisor to several individual States. He has been closely involved in
the development of policies and programmes in the EU, OSCE, EAPC,
Southern Africa, West Africa and East Asia relating to: conflict
prevention; regional confidence and security building mechanisms;
security sector reform; transparency and accountability in the
security sector; preventing and reducing small arms proliferation and
illicit arms trafficking; arms and dual-technology transfer controls;;
weapons collection and arms stockpile management; and international
assistance to war-torn or conflict prone regions.
Owen Greene is chair or active board member of several policy
research NGOs working in the above areas, including Chair of VERTIC
(the Verification Research, Training and Information Centre), Board
member of Saferworld and ISIS (International Security Information
Centre), International Advisory Board member of DCAF (Centre for
Democratic Control of Armed Forces (Geneva), Policy Advisory Board
member of International Alert, Council member of INES (International
Network of Engineers and Scientists for Global Responsibility) and a
founder member of IANSA. He is a partner in the work of the Small Arms
Survey and the Biting the Bullet Project (small arms), and member of
Pugwash, IISS, and CSCAP.
