Georgi joined BICC as a pre-doc on the RTN project in March 2004.
Prior to his appointment he completed a degree in the field of Defence
Economics at the University of National and World Economy - Sofia,
Bulgaria (UNWE). In February 2002 he was accepted for a doctoral
state grant and was appointed PhD student in the Department of National
and Regional Security (DNRS). His PhD research is related to Armament
Procurement in Bulgaria, a relatively new issue in management of
defence resources in Bulgaria, but one that is becoming more important
with the start of the Armed Forces modernisation plan. The defence
planning and budgeting processes, possibilities for co-operation
and integration in armament projects and the consequences from accession
to NATO and to EU for national defence are among the topics which
he will study in depth.
From 2001 to 2003 Georgi took part in four research and two consultant
projects related to Accountability and Transparency of Armament
Acquisition and Defence Procurement in Bulgaria. He is also involved
in a two-year research project on 'Defence Expenditures and Economic
Growth' in Bulgaria.
His responsibilities at BICC were to research the case of Bulgarian
reform of the defence planning and budgeting, the implementation
of the new techniques and procedures with the special focus on the
transparency of the military budget and its importance for the democratic
decision-making in national defence. The emphasis falls on the international
influences on these processes in national level.
Gerogi will be returning to the DNRS, UNWE-Sofia to complete his
doctoral dissertation.
