Studies of the first cycle (Bachelor) that are subjected to a drawing of lots

Special provisions regarding the studies of the first cycle in:

A decree of the French community of Belgium of the 16th of June 2006 regulates the number of students who are not legally domiciliated in Belgium and who apply for the first time to certain courses of higher education.

This number is limited to 30 % of the total number of students (resident and non-resident) that were registered for the first time in this course during the previous academic year.

That is, a limited number of places available for the entire first cycle (first to third year of bachelor) for the students that are not legally domiciliated in Belgium.

This procedure is applied to the following first cycles of University:

  • Physiotherapy and Rehabilitation

  • Veterinary medicine

  • Psychology and education, speech therapy specialisation

  • Medicine*

  • Dental sciences*


*Limitation of the number of "non-resident" students in medicine and in dental sciences

A decree aimed at limiting the number of "non-resident" students in the studies of the first cycle (studies leading to a bachelor level) in medicine and dental sciences has been adopted by the Parliament of the French community of Belgium the 12th of July 2012 (see Belgian monitor of the 26th of July 2012). This measure is only directed at the students that would register for the first time in these courses in the French community of Belgium in 2012-2013.

Therefore, these two courses are from now on subjected to the same restriction measure as already applied to veterinary medicine, physiotherapy and rehabilitation, psychology and education (speech therapy orientation). All applicants will have to present themself in the establishment of their choice in order to introduce their dossier.


Please note, if you have been registered in this subject in the French community of Belgium before the academic year 2012-2013 and wish to re-register in the same subject, this does not concern you.

Moreover, the measures of the decree of the 31st of March 2004 remain in application, especially the ones regarding the legal entrance requirements.

Please note: In accordance with article 27, §7, 1st line, 3° of the law of the 27th of July 1971 on the financing and control of the university establishments, students who have failed two times in the same study year in the same field or any other subdivision of these studies, in the same subject, and wish to register in the same subject within the 5 years that follow their last failure, will not be able to register to the studies referred to in this article.

Please note: In accordance with article 27, §7, 1st line, 3°ter of the law of the 27th of July 1971 on the financing and control of the university establishments, students who have failed during two academic years in a competitive contest or in any examination allowing to start or pursue studies in the same sector in Belgium or abroad and wish to register in the same sector within the 5 years that follow their last failure, will not be able to register to the studies referred to in this article. The preparatory years are assimilated to a first year of a first cycle. Abandoning or not presenting himself to this competitive contest or examination are considered as a failure.

In accordance with article 31, §2 of the decree of the 31st of March 2004, the health sector includes the following study fields: medical sciences, public health sciences, veterinary sciences, dental sciences, biomedical and pharmaceutical sciences and sciences of the motor functions. As for the sector of the human and social sciences, it includes the following fields: philosophy, theology, languages and letters, history, art and archeology, information and communication, political and social sciences, juridical sciences, criminology, economic and management sciences, translation and interpreting, psychology and education, art and sciences of art.

Please note : Special provisions apply to the registration demands for the academic year 2012-2013 for the Bachelor in Medicine and Dental sciences

- You are residing in Belgium (in the sense of the decree of the 16th of June 2006):

The ULB phases in specific measures in order to allow the students residing in Belgium to apply for one of the concerned studies.

  • Starting from the 3th of July you will be able to introduce a demand of registration for one of the concerned courses; this demand needs to be submitted by the student himself. No other person is authorized to submit the file. Files that do not meet the modalities fixed in the registration form will not be taken into account.

  • We draw your attention to the fact that the submission of these files is subjected to later legislative modifications. You might be asked to complete your file with any complementary document the decree in process of being adopted might require.

  • The validation of the demand of registration may in no case be done before the 20th of August 2012, because it is ofcourse subjected to the adoption of the decretal modifications .

  • If you do not deliver the proof indicating you fulfill the residence criterion, you will have to follow the procedure that currently applies to the non-resident students.


- You are not legally domiciliated in Belgium (in the sense of the decree of the 16th of June 2006)

  • The dates for submission of the files are the following : 29, 30 and 31 August 2012.

  • The results of the drawing of lots will be published on the websites of the Universities the 14th of September 2012 starting from 4 p.m.
