Aims

International Journal Ecological Economics International Society for Ecological Economics (ISEE) is a nonprofit organization that encourages the integration of economics and ecology into a transdiscipline aimed at developing a sustainable world. Specific research areas include ecological modeling, ecological limits to growth, climate change, biodiversity, valuation of natural capital, and ecotax reform, etc. A cross-disciplinary approach is necessary because conflicting perspectives in economics and ecology have led to economic and environmental policies that are mutually destructive, rather than reinforcing and sustainable.

ISEE publishes the International Journal Ecological Economics since 1989 (recently 12 issues per year). ISEE members receive the journal at a special reduced subscription fee.

ISEE holds biannual international conferences (in Washington D.C., USA in 1990; Stockholm, Sweden in 1992; San Jose, Costa Rica in 1994;  Boston, USA in 1996; Santiago de Chile in 1998; Canberra, Australia in 2000, Tunisia in 2002).

ISEE Russian Chapter (ISEE/RC) was established in 1992 after the ISEE meeting in Stockholm. The ISEE/RC (Russian Society for Ecological Economics) was officially recognized by the ISEE in April 1993, and became the first regional chapter of the society. Today ISEE has chapters (regional societies) also in Australia/New Zealand, Brazil, Canada, Europe, India, USA (and several chapters in formation: China, Meso-American, and other), with total ISEE membership more than 1500 individuals from over 80 countries worldwide. Since 2001 ISEE Russian Chapter continues its development as the Russian Society for Ecological Economics (RSEE). Recently RSEE has about 150 individual members.

History

Russian Society for Ecological Economics (RSEE) has initiated its activities in 1989 in Irkutsk on the basis of the Irkutsk Computing Center, Russian Academy of Sciences, as an independent  informal group of academic researchers, focusing mainly on ecological-economic modeling of regional development. First and most important applications of this approach were implemented at the Lake Baikal region. Two All-Russia Conferences were held (1989, 1991) near Irkutsk, and several publications appeared, advertising the ecologically sustainable approaches to economic development in a region.

In August 1992, at the Stockholm Meeting of the International Society for Ecological Economics, a discussion between Robert Costanza (ISEE President) and Paul Safonov took place and the plans for joint activities were drawn. The By-Laws of the Russian regional branch of ISEE were drafted, and they were adopted by the ISEE Board of Directors in the beginning of 1993. Finally, through a publication in the ISEE Newsletter in April 1993, the Russian Society for Ecological Economics has obtained the international status as the ISEE Russian Chapter (ISEE/RC), and became a member of the international community of ecological economists.

The initial staff of the ISEE/RC officers was:

Also the Russian Regional Council for Ecological Economics was created, as a consultative body of the RSEE, aimed at independent assessment and advisory support for activities in the field of ecological economics in Russia and cooperation with other states of the NIS. The members of the first Council included Prof. Victor I.  Danilov-Danilian, Minister of Environment and Natural Resources of Russia, Prof. Nikita N. Moiseev, Russian Academy of Sciences, a Member of the President’s Advisory Council, Prof. Ivery V.  Prangishvily, Director of the Institute of Control Sciences, Russian Academy of Sciences.

The Secretariat of the Russian Chapter is  located at the Institute of Control Sciences (ICS), Russian Academy of Sciences (RAS), Moscow. Several local centers were created in Russia (Pereslavl-Zalessky, Irkutsk, Rostov-on-Don, Tyumen’, Krasnoyarsk, Chita, Novgorod, Saratov, St.Petersburg, and other), and in NIS (Kirgizstan, Turkmenistan). Since spring 1993 the ISEE/RC has enrolled numerous members, over 50 of whom were also the members of the ISEE at different time.

The First International Conference of ISEE/RC took place in Moscow and Pereslavl-Zalessky (1993). In his greeting to the Conference the Russian Minister of Environment and Natural Resources Prof. Victor Danilov-Danilian has emphasized the role the Russian Society for Ecological Economics and its cooperation with ISEE for the broadest understanding in the society of the major principles and strategies of the rational economic usage of Russian natural resources. The establishment of science/technoparks and ecopolises in different regions of Russia was encouraged by the minister who considered them important sources of new, environmentally sound and sustainable socio-economic systems based on ecological economic principles, monitoring of the natural environment and socio-economic processes. Professor Ann-Mari Jansson (Stockholm University), former ISEE Vice-President, has discussed the emergence of the ecological economics paradigm at her invited plenary talk at this Conference and has welcomed RSEE members to the activities of ISEE.

Since 1993, ISEE/RC holds International Conferences every odd year (Moscow and Pereslavl-Zalessky in 1993, Pereslavl-Zalessky in 1995, Novgorod in 1997, and Saratov in 1999). The results of the last conferences are being prepared for publication in English and Russian. Next Conference is preliminary planned to be held in Moscow (2001), and negotiations are in process to organise the following meetings in Siberia and/or in Crimea.

Among  ISEE/RC activities there was also an expedition to Lake Baikal  and its basin in summer 1993, aimed at attracting the attention of the international community to the urgency of solving ecological and economic problems of this region which is a unique natural system of world significance.

In 1994 ISEE/RC undertook a joint project with ISEE (supported by Charles Mott Foundation, Flint, Michigan) to translate four books in the field of ecological economics.from English into Russian.

In November 1997, upon the decision of the ISEE/RC Business meeting at the Third biannial conference in Novgorod (July 1997), the elections of ISEE/RC officers were held and the new officers were elected for the period 1998-2001.

Paul Safonov
Dr. Paul Safonov  is a co-founder of the ISEE Russian Chapter and served as its Executive Director since the Chapter creation (1993) till 1997. He was the principal organizer of ISEE/RC conferences (1993, 1995, 1997, 1999, 2001), and manager of ISEE/RC international projects. Dr. Safonov holds a master degree in Economics and Mathematics, and a Ph.D. in Engineering (computer modeling of ecological-economic regional development) from Russian Academy of Sciences, and he is Senior Researcher at the Institute of Control Sciences, Russian Academy of Sciences, Moscow. Dr. Safonov  was visiting researcher and lecturer in Germany, Austria, Sweden, Italy, Netherlands, Belgium, Brazil, USA, and contributed to many international conferences. He has over 40 publications and he is a reviewer of the "Ecological Economics" Journal, and contributing editor of "the ecological economics bulletin", as well as co-edits a book on the results of ISEE/RC conferences (publication is planned at Edward Elgar Publishers, UK).

Pavel Kasyanov
Dr. Pavel Kasyanov is former Director of the Centre for Preparation and Implementation of International Projects on Technical Assistance (Moscow), and formerly headed a subdivision at Economic Department of Russian Ministry of Natural Resources and Environmental Protection. He holds Ph.D. in Economics (economic issues of natural resource use and environmental protection) from St-Petersbourg State Mining Institute. Dr. Kasyanov participated in developing a number of State documents, including Draft of the State strategy of Sustainable Development (1997), Draft of the Concept of the State Policy of natural resource use (1997), Draft Federal Law "On state property over natural resources" (1996-97), Decree "On privatization of the environmentally unfavorable enterprises" (1995). He has about 30 publications and he participated in a number of international conferences, working groups and projects, in particular he was a co-ordinator (for NIS and CEE counties) of the UNEP Natural resource valuation Project.

Anatoly Popov
Dr. Anatoly Popov is doctor of technical sciences, professor of Saratov Technical University, member of the Russian ecological Academy, President of the Saratov Regional affiliate of the Russian ecological Academy. He is a specialist in the field of ecological and industrial security. Dr. Popov has over 150 publications. He is one of the authors of the economic mechanism for the environmental protection at the regional level. He participated in the ecological economic projects in Kazakhstan, and at present he is actively working on the problems of safety statements/declarations and ecological insurance of risky objects.  Dr. Popov was a principal local organizer of the Fourth ISEE/RC conference in Saratov (July 1999).

Sergey Andriushenko
Dr. Sergey Andriushenko is a member of the ISEE Russian Chapter since 1997. He holds degrees of Ph.D. in Economics (economical problems of heat-supply of agricultural enterprises) from Leningrad Engineering-Economical Institute, and Doctor of Economical Sciences from Russian Academy of Sciences (economical and ecological problems of the long-term development of the regional agrosystems). He is Head of the Laboratory of Economical Ecology of Regional Agrosystems of Institute of Socio-Economic Problems of Development of the Agro-Industrial Complex, RAS, Saratov. Dr. Andriushenko has over 40 publications and has obtained scientific experience at numerous conferences and research projects of RAS, Russian federal and region governments.

Alexander Mironychev
Dr. Alexander Mironychev is Senior Researcher at the Institute of Systems Analysis, Russian Academy of Sciences, Moscow. He received his M.Sc. at Moscow Physical-Technical Institute, Department of Control and Applied Mathematics, and Ph.D. in Phys-Math. (systems modelling of economic dynamics). Dr. Mironychev has participated in research projects on Simulation of Ecological-Economic Scenarios for Russia Development (1996), Purchasing Power of Dollar in Russian Transitional Economy (1995, funded by Word Bank), Forecast of Ecological Consequences for Socio-Economic Development of Russia (1994); Computer System of Models for Ecological-Economic Simulations (1993), Computer system of Econometric Models for Russia (1992). He had scholarships in Georgia Institute of Technology, USA; University of Bonn, Germany; University of Mannheim, Germany, and is an active member of ISEE/RC since 1993.

The Fourth ISEE/RC Conference took place in Saratov, July 1999. Over 80 papers were presented in front of about 150 participants. The  project of preparation of selected works of last ISEE/RC conferences for publication is underway with Edward Elgar Publishers, U.K.
 

In May 2001 the Administration of the ISEE/RC adopted a decision about future development of the ISEE Russian Chapter more broadly as the Russian Society for Ecological Economics (RSEE). So the name of the Society will be abbreviated as RSEE (ISEE/RC) from now. The new RSEE Consitution and By-Laws are being  recently developed to reflect the recent changes in the Russian and the International Societies for Ecological Economics. Fifth RSEE (ISEE/RC) Conference ISEE/RC'2001 took place in Moscow in September 2001, where the organisational meeting was held concerning this transition. In February 2002 the new Administrative Board was elected for the period of 2002-2003.

RSEE (ISEE/RC) welcomes the members of ISEE and all those concerned about the ecological economics problems to join their activities and to participate in the joint research projects.

Membership in the RSEE (ISEE Russian Chapter) is open to affiliates of Russian and other NIS organizations, and individuals of these countries, sharing the aims and the goals of the ISEE.

If you become an Individual member of RSEE (ISEE/RC), you also automatically become ISEE member free of charge!

Irina Glazyrina
Глазырина Ирина Петровна окончила математический факультет Новосибирского госуниверситета. В Институте математики Сибирского отделения РАН защитила кандидатскую диссертацию по функциональному анализу с приложениями к математической экономике. С 1977 по 1980 работала на кафедре математического анализа Алтайского госуниверситета, в 1980-1989 гг. Читинском политехническом и педагогическом институтах, 1989 года в Читинском институте природных ресурсов Сибирского отделения РАН, где с 2001 года возглавляет сектор эколого-экономического моделирования. В качестве директора Забайкальского центра эколого-экономических исследований и программ руководит междисциплинарными российскими и международными природоохранными проектами. С 1993 по 1997 г. была читинским региональным координатором проектов российско-американской «Комплексной программы политики землепользования в Байкальском регионе». С 1997 читинский региональный менеджер в Проекте Глобального Экологического Фонда «Сохранение биоразнообразия». Автор более 70 научных публикаций, в том числе книги «Природный капитал в экономике переходного периода» (2001). В 1995 году получила грант Фонда Макартуров по теме «Экономические механизмы управления природными ресурсами Восточной Сибири». Преподает в Читинском государственном техническом университете лекции цикла «Экономико-математические модели и методы», руководит работой студентов. Член Международного общества экологической экономики с 1994 года, с 1996 года – член Европейского и Российского обществ экологической экономики. Участвовала в конференциях Общества в Версале, Женеве, Переславле, Новгороде, Саратове и в Москве, а также в более чем 10 других международных конференциях.

Alexey Reteyum
Ретеюм Алексей Юрьевич окончил географический факультет МГУ (1963),  учился на биологическом факультете МГУ (1966-1971). Кандидат (1967), доктор (1987) географических наук. Профессор кафедры промышленной экологии Московского государственного университета инженерной экологии, главный научный сотрудник Совета по изучению производительных сил РАН и Минэкономразвития.  Принимал участие в изучении последствий строительства гидротехнических сооружений на Волге, Печоре, Оби и  других крупных реках (1962-1989). Руководитель групп по оценке последствий освоения нефтегазовых месторождений в Тимано-Печорской, Западно-Сибирской, Урало-Волжской и Каспийской провинциях (1993-1996). Выступил соавтором (1995-1996) концепции перехода России на модель  устойчивого развития и альтернативного плана действий по охране окружающей среды России. Читает курсы лекций по общей экологии и наукам о Земле. Специалист в области оценки воздействия на окружающую среду и устойчивого развития. Опубликовал более 200 научных работ, в т.ч. «География в системе наук о  Земле» (1985), «Земные миры» (1988). Лауреат премии Ленинского комсомола (1973), награжден золотой медалью П.П.Семенова Русским географическим обществом (1992).

Alexey Voinov
Воинов Алексей Аркадьевич  закончил факультет Вычислительной Математики и Кибернетики МГУ в 1978 году. В 1982 годом защитил кандидатскую диссертацию по математическому моделированию пресноводных экосистем. С 1982 по 1990 годы работал в Лаборатории Математической Экологии Вычислительного Центра АН СССР. В 1990-1996 - старший научный сотрудник Института Физики Атмосферы АН СССР. В 1988-1993 году - директор одной из первых экологи-ческих консалтинговых фирм "Лаборатория ЭКОЛЭКС".  В 1993 году работал в Лаборатории Агенства по Охране Окружающей Среды (EPA) в Орегоне, США, а с 1994 года - в Институте Экологической Экономики Университета Мэриленда, США. Автор более 100 научных работ по имитационному моделированию экосистем, састейнабильности, управлению водосборами, и проч. Является одним из инициаторов и исполнителей текущего проекта "Применение интерактивной интегрированной оценки и моделирования стратегий равновесного развития для Арктических водосборов (на примере озера Имандра)", осуществляемого совместно с Кольским Научным Центром АН РАН.

Stanislav Shmelev
Шмелев Станислав Эдуардович окончил экономический факультет Санкт-Петербургского госуни-верситета (СПбГУ) по специальности «экономист-математик» в 2000 г.  Дипломная работа посвящена региональному эколого-экономическому моделированию. С 2000 года – аспирант, а с 2001 – ассистент кафедры экономической кибернетики СпбГУ. Научные интересы включают: региональное эколого-экономическое моделирование, оценка экологических благ и услуг, экономические инстременты регулирования качества окружающей среды, системы корпоративного экологи-ческого менеджмента. В 1998 учился по программе «Реформирование университетского образования» в Schumacher College, U.K. Участвовал в международных конференциях СПбГУ – 1997, 1998, 2000, 2001; European Society for Ecological Economics, Вена, Австрия, 2000; European Science Foundation – Керкраде, Голландия, 2000. Участвовал в совместной программе Santa Fe Institute, США и Central European University, Будапешт, по исследованию сложных систем (2001). Получил грант на обучение в аспирантуре от INTAS, включающий две 3-х месячные стажировки в Велико-британии. Член ISEE c 1998 года, принимал активное участие в работе Российского отделения ISEE в качестве студенческого координатора, помощника администрации, затем и.о. исполнительного директора. Участвовал в разработке нового устава и базы данных членов РОЭЭ, в информационной поддержке и организации конференций общества в Саратове (1999) и Москве (2001).

Vyacheslav Brezgin
Брезгин Вячеслав Сергеевич в 2000 г. окончил Читинский Институт Иркутской Государственной Академии, отделение “Государственное и Муниципальное Управление”. В настоящее время аспирант Читинского Института Природных Ресурсов СО РАН, эксперт Забайкальского Центра Эколого-экономических исследований и программ, преподает “стратегическое планирование” в Читинском государственном    техническом университете. С 1998 г. участвует в проекте Глобального Экологического Фонда “Сохранение Биоразнообразия”. Принимал участие в создании и являюсь членом Байкальской Молодежной Экологической Сети. Направления исследований: экономическая оценка природных ресурсов, экологических функций и углеродной емкости лесных экосистем, разработка региональной эколого-экономической политики, методов экологической корректировки макроэкономических показателей.

ISEE Translations Library

In 1993-1994, thanks to financial support of Charles Mott Foundation, Michigan USA, the ISEE Russian Chapter had translated four books of leading authors in ecological economics. The translation series was co-edited by Professor Alexey Reteyum (Geographical Department, Moscow State University), and Dr. Paul Safonov (Institute of Control Sciences, Russian Academy of Sciences, Moscow).

This volume contains selected papers, presented at the ISEE International Conference, held in Washington DC, May 1990, combined in three sections: Developing an Ecological Economic World View; Accounting, Modeling and Analysis; Institutional Changes and Case Studies. A substantive introduction to ecological economic and sustainability principles is also provided. The book collects the fundamental works of famous environmental economists on the topics: I. Ecology: Ultimate Means and Biophysical Constraints; II. Ethics: The Ultimate End and Value Constraints; III. Economics: Interaction of Ends and Means The book contains tree parts: I. Economics as an Academic Discipline; II. New Beginnings; and III. Policies for Community in the USA. This is the first book on Ecological Economics, describing the emergency of the Ecological Economics paradigm, and includes also a survey of corresponding studies of Russian authors. Proceedings of ISEE/RC'99 in Saratov in Russian language are planned to be published by Saratov Oblast Environmental Protection Agency.
Foreign participants of the conference are invited to send the final reworked versions of their contributions. Selected papers will be translated into Russian and included in the Proceedings.

RSEE Call for cooperation

Dear colleagues!

RSEE - Russian Society for Ecological Economics (ISEE Russian Chapter) shares deep concern on the humanity future, and realizes necessity of transition to sustainable development. We intend to increase our efforts in the field of natural resources valuation, ecological assets and environmental damage economic assessment, and reforming taxation and budget systems. On the other hand, we understand that without an adequate social demand for the above activities any theoretical and methodological exercises will have too low chances to be implemented.

Up to now we sometimes faced lack of cooperation and understanding from Russian governing bodies. However, new tendencies are ripening in some regions as well as in some federal institutions. At the same time new trends are constrained by severe financial problems.

Therefore, RSEE is looking for international partners, and support of funding organizations, to carry out the following and other projects that are of great importance for Russia and could be beneficial, to a different extent, for other countries and internationally:

    1. Developing Mechanisms to Change the Social Needs Structure (as a prerequisite of redirection of growth and globalization to ecologically sustainable future);
    2. Economic Valuation of Russia’s Natural Resources (pilot project);
    3. Building Sustainability at a Regional Level (the case of Saratov Province);
    4. Development of the Integrated System for Environmental and Economic Accounting in Russia (the case of Yaroslavl Province).

Project 1. Developing Mechanisms to Change the Social Needs Structure
                    (as a prerequisite of redirection of growth and globalization to ecologically sustainable future)

The objective of the Project is to substantiate principles, possible instruments and main steps of a gradual redirection of growth and globalization. Ideas behind this project are as follows:

Project tasks: 1) Collecting, arranging and analysis of information on ("open") studies in different areas related to sustainability issues;

2) Drafting strategy/program of integrating and coordinating scientific works and efforts on the issues of Sustainable development in international scale (increasing efficiency of studies);

3) Substantiation of increasing share of financial resources directed to sustainability research by the governments, international organizations and other institutions (increasing scale, importance and effect of studies);

4) Drafting international scientific programs on priority directions of studies:

5) Policy Priorities elaboration: Project 2. Building Sustainability at a Regional Level (the case of Saratov Province)

Project objective is to identify the most economically efficient, socially acceptable and environmentally sound directions of the regional development and to prepare and initiate a set of investment projects in the above mentioned break-through directions.

Project tasks:

Project 3. Economic valuation of Russia’s Natural Resources

Project objective is to substantiate reforming taxation and budget systems in order to create conditions for internalization of externalities, for proper changing efficiency criteria in the favor of nature saving, ecologically safe production and economy restructuring.

There should be a support from one of the Duma committees as well as from the Ministry of Economy and Ministry of natural resources for this project.

The project includes the following points:

Project 4. Development of the Integrated System for Environmental and Economic Accounting in Russia
(the case of Yaroslavl Province).

The objective is to form conditions for providing the necessary information required by the public and decision-makers to assess the consequences of the abuse, over-use and under-investment in the Nation’s natural capital; as well as a set of accounts by which democratic societies conserve natural resources and resolve conflicts of interest for the greater good.

The model employed will be the United Nation’s System of Environment and Economic Accounting, (SEEA). The first part of the Project is the design and feasibility assessment of SEEA for a Russian region. The output is a report and a SEEA implementation workshop among Russian Partners. The second part of the Project is an on-going consultation on the implementation phase.
