The figures in this publication are derived from the voluntary Eurostat aviation database, which is itself the product of close cooperation between Eurostat and the Member States of the EU. The publication includes a relatively small printed volume containing summary data and a CUB.X diskette containing more detailed route data, and also the tables which appear in the printed volume.

Description: This glossary, which was prepared by the Intersecretariat Working Group on Transport Statistics set up by Eurostat, ECMT (European Conference of Ministers for Transport) and UNECE (United Nations Economic Commission for Europe), provides common standard definitions for the statistical data published by these organizations in their "Transport" yearbooks. This first edition, which is structured by mode of transport and field of interest, covers only inland transport, i.e. transport by rail, road, inland waterway and oil pipeline. For each of those modes of transport, definitions are presented for infrastructure, transport equipment, enterprises, traffic, transport measurement and energy consumption. Users of the statistical yearbooks have thus at their disposal a single reference volume, which will allow them to use the available data in an informed manner.

Description nl: Tot op heden beschikken de beleidsverantwoordelijken (binnen de overheid en de bedrijven) voor het milieu- en energiebeleid in Vlaanderen niet altijd over de gewenste informatie. Bovendien is de reeds aanwezige informatie versnipperd aanwezig bij diverse overheden, instellingen en bedrijven. Ook wetenschappers aan universiteiten, hogescholen of onderzoekscentra besteden heel wat van hun tijd aan het zoeken naar bepaalde gegevens. Tegen deze achtergrond is de idee ontstaan om voor het Vlaams Gewest een centraal punt op te richten waar allerhande milieu- en energie-informatie kan opgevraagd worden. De Vlaamse Regering zette in december 1994 het licht op groen voor de oprichting van het Energie en Milieu InformatieSysteem (EMIS), met VITO als onthaalinstelling.
EMIS heeft als doel relevante en objectieve energie- en milieu-informatie (inter)nationaal te verzamelen, eventueel te herwerken en vervolgens ter beschikking te stellen van de Vlaamse Overheid, het bedrijfsleven en de bevolking, teneinde (beleids)beslissingen van deze onderscheiden groepen te ondersteunen. Een effectief en efficiënt beleid kan immers niet zonder gestructureerde en toegankelijke informatie.
EMIS bevat statistieken vanuit het energiedomein, 'Best Beschikbare kennis' documenten per bedrijfstak ('Best Available Technologies'), een adressengids voor de energie en milieuwereld van Vlaanderen, informatie over steunprogramma's voor het bekomen van overheidssteun en susidies voor Onderzoek en Ontwikkeling en informatie over de Vlaamse milieu wetgeving.

Description: The European Conference of Ministers of Transport (ECMT) is an intergovernmental organisation for transport Ministers in European countries.
ECMT was founded in 1953, under a protocol signed at the time by 17 countries. It is administratively linked to the Organisation for Economic Cooperation and Development (OECD) in Paris where it is situated. Annual Ministerial meetings -- the last one was held in Budapest (Hungary) in May 1996 -- are prepared by a Committee of Deputies, supported by several expert working groups, consisting usually of Ministry officials. Description: COST (European Cooperation in the field of Scientific and Technical Research) is a framework for scientific and technical cooperation, allowing the coordination of national research on a European level. COST Actions consist of basic and precompetitive research as well as activities of public utility.
There are 25 COST member countries : the fifteen EU Member States plus Iceland, Norway, Switzerland, the Czech republic, Slovakia, Hungary, Poland, Turkey, Slovenia, Croatia and the European Commission.
COST Cooperation was set up in 1971 by a ministerial Conference attended by Ministers for Science and Technology of the 19 original COST countries. This cooperation was widened to include Iceland, Hungary, Czechoslovakia and Poland at the second Ministerial Conference held on COST in Vienna in November 1991. This organisation, which laid the foundations for scientific cooperation at the European level, is based upon a flexible set of arrangements enabling different national organisations, institutes, universities and industry to join forces and make concerted efforts in a broad range of scientific and technical areas. From the beginning, the European institutions (Commission and Council Secretariats) have played a particularly important role in the COST framework.
Since 1989, organisations and institutes from non-COST countries and especially from other Central and Eastern European countries may also participate in individual COST Actions, if there is a justified mutual interest.

Description: Statistics Netherlands is a modern government institution which supplies statistical information on a non-profit basis. The ministry is responsible in a political sense, but as far as the content of the statistics is concerned Statistics Netherlands is independent. The Minister of Economic Affairs bears no responsibility for the content of the statistical programme.
The Director-General of Statistics is the head of Statistics Netherlands. The staff are government employees. In December 1995 2,590 people were employed in the two Statistics Netherlands offices, one in Voorburg (near The Hague) and one in Heerlen (in the south of the country). These offices are of equal standing, there is no "head office". Some statistics are compiled in Voorburg, others in Heerlen. Of the staff 1,354 work in Voorburg, 1,137 in Heerlen. Another 99 people were employed as fieldworkers.

Since its founding in 1943, the Division has been actively involved with transportation issues and research. Its activities have involved publishing, presenting innovative and timely programs and lobbying for better access to transportation literature.
A major benefit of the Transportation Division is the opportunity to participate in programs, discussions and meetings with other librarians interested in transportation. We work together to improve the transportation information environment.
Member benefits include the Transportation Division Bulletin, membership directory, programs at the SLA Annual Meeting and the opportunity to network with fellow transportation librarians at formal and informal meetings.

Description: Chapter 40 of Agenda 21 calls for improved coordination among the institutions of the United Nations system, with regard to activities related to development data. It suggests that this coordination might be undertaken through a "Development Watch" that would be complementary and equivalent to Earthwatch, with regard to activities related to development data. Agenda 21 also suggests that Development Watch (DVW) should be coordinated with Earthwatch through an appropriate office within the United Nations in order to ensure full integration of environment and development (para 40.13). Development Watch (DVW) is a concept aimed at providing decision- and policy-makers with tools for analysing development trends in order to establish a realistic balance between environmental, institutional, social and economic variables that will facilitate sustainable development. This would allow for better resource mobilisation, distribution and monitoring for the various sectors in sustainable development activities. DVW will not be a mechanism to gather new environmental, institutional, social and economic data. Rather, it would use existing data and focus on developing methodologies for analysing processes of aggregation of that data and identifying their linkages. DVW assumes that countries and organisations at the national, regional and international levels will continue to strengthen data collection activities and capacity-building for these activities. DVW expects ongoing data generation processes to refocus and relate to DVW data and methodologies. ...
Chapter 40 of Agenda 21 also calls for the development of indicators for sustainable development. In particular, it requests countries at the national level, and governmental and non-governmental organizations at the international level, to develop the concept of indicators of sustainable development in order to identify such indicators. ...
As part of the workprogramme of the Commission on Sustainable Development, the UN has therefore developed a set of indicators in collaboration with governments. These are a core set of environmental, institutional, social and economic indicators, designated as Sustainable Development Indicators (SDI). DVW will use the Sustainable Development Indicators (SDI), for the collection, analysis and presentation of development data. DVW will develop relevant methodologies for the cross linkages for these core set of indicators. Description: The International Institute for Surface Transportation Policy Studies (IISTPS) was established by Congress at San Jose State University as part of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). Unique among the nation's six University Transportation Institutes, IISTPS focuses on international surface transportation policy issues as related to three primary responsibilities: research, education and technology transfer. IISTPS receives policy oversight from an internationally respected Board of Trustees who represent all of the major transportation modes.
ISTPS' research aim is to provide policy-oriented research, available to all levels of government and the private sector, to foster the development of optimum surface transportation systems. Emphasis is on the conduct and dissemination of transportation-related research in such areas as finance, social equity, environment, statutory, regulatory, and institutional. Periodically IISTPS will publish the results of its own and other relevant research for the U.S. and international transportation communities.
The educational goal of IISTPS is to encourage students of diverse socioeconomic and ethnic backgrounds to seek careers in the development and operation of surface transportation programs. Following a thorough needs assessment review of the transportation industry, San Jose State University is developing a M.S. in Transportation Policy and Management for approval in 1996. In addition, the College of Business will offer a Transportation Management Specialization through the MBA program for students seeking transportation management careers.
IISTPS has developed and maintains a state-of-the-art electronic information storage, retrieval, and transfer system. Those interested in the Institute's work and advancements in the field of surface transportation policy studies can be kept posted via e-mail as part of the Internet services or through the IISTPS Home Page. IISTPS 's Home Page is part of a Caltrans sponsored homepage called TransWeb that will provide electronic accesss to IISTPS' newsletters and research reports, projects and other information.

Description: Airports Council International - ACI - is the only worldwide professional association of airports. ACI is a non-profit-making organisation representing more than 475 member airport operators with almost 1,200 airports in 152 countries worldwide. ACI is organised into six geographical regions : Africa, Asia, Europe, Latin America/Caribbean, North America and the Pacific. Description nl: Op 1 januari 1991 bracht de Vlaamse overheid enkele openbaar-vervoerbedrijven samen in een autonoom overheidsbedrijf dat in heel Vlaanderen zou instaan voor het stads- en streekvervoer. Dat was het begin van de Vlaamse Vervoermaatschappij, intussen algemeen bekend onder de commerciële naam 'De Lijn'. Om haar bussen, trams en trolleys te laten rijden en de nodige investeringen te doen, ontvangt De Lijn elk jaar een dotatie van het Vlaamse Gewest, dat bovendien de belangrijkste aandeelhouder is. De relatie tussen het Vlaamse Gewest en De Lijn wordt geregeld in een beheersovereenkomst, die telkens voor enkele jaren afgesloten wordt. De huidige overeenkomst loopt van 1997 tot 2001 en bevat allerlei wederzijdse afspraken, bijvoorbeeld over het vervoeraanbod en de tarieven van De Lijn en over de financiële bijdrage van het Vlaamse Gewest. Ook de meeste Vlaamse gemeenten en de vijf provincies participeren in De Lijn. Zo kan De Lijn op een dynamische manier haar rol in de samenleving vervullen en ertoe bijdragen de alsmaar groeiende mobiliteit in Vlaanderen op een verantwoorde en milieuvriendelijke manier op te vangen. Intussen heeft De Lijn haar lustrum gevierd. Op die vijf jaar is er heel wat verwezenlijkt: De Lijn heeft zich weten te vestigen als een jong bedrijf met een dynamisch imago en een grote naambekendheid, er kwam een geïntegreerd systeem van tarieven en vervoerbewijzen tot stand, in 1993-1994 werd magnetische ontwaardingsapparatuur geïnstalleerd op alle bussen en trams en De Lijn investeerde fors in nieuw rollend materieel. In 1996 werd de chip card als vervoerbewijs geïntroduceerd op één lijn. De kaart wordt contactloos gelezen en wordt het vervoerbewijs van de 21e eeuw.

Description: At the end of the millennium the bond between mankind and the sea is closer than ever. Globalization and technological advances have given rise to significant changes in the means of communication, translation and the dissemination of new terminology. In the International Year of the Ocean and a few days before the opening of the 1998 Lisbon World Exhibition, which will be devoted to the same subject, the First International Conference on Maritime Terminology aims to bring together experts, professionals, translators, linguists, and historians who are active in the field of synchronic and/or diachronic maritime terminology. The proposed objectives of the conference are to deal with the various aspects of nautical terminology and lexicography in all areas of activity: merchant shipping, navy, fishing, yachting, oceanography, maritime law, port operations, offshore oil exploration, etc. The conference will provide a forum for discussion of the developments within all languages.

Zij verzorgt en commercialiseert eveneens: internationaal reizigersvervoer met dag- en nachttreinen; goederenvervoer: ongeveer 60 miljoen ton per jaar; stukgoedvervoer onder de naam ABX. Sinds 14 december is de eerste hogesnelheidslijn - tussen Brussel en de Franse grens - in dienst. Thalys® rijdt nu in 1u25 van Brussel naar Parijs, Eurostar® in 2u40 van Brussel naar Londen. Ook alle andere hst-bestemmingen naar Frankrijk winnen ruim een half uur.

Auf Landesebene organisiert die belgische Bahn den Zugverkehr im Rahmen des öffentlichen Dienstleistungsbereichs. Dabei werden täglich 3.500 Züge bewältigt und jährlich 150 Millionen Fahrgäste zu ihrer Bestimmung gebracht. Auch nachstehende Dienstleistungen werden durch die SNCB/NMBS ausgeführt und vermarktet: internationale Personenbeförderung mit Tages- und Nachtzügen; Güterbeförderung: ca. 60 Millionen Tonnen im Jahr; Stückgutbeförderung unter dem Namen ABX. In Kürze wird der Bau der ersten Eisenbahnlinie für Hochgeschwindigkeitszüge fertiggestellt. Auf diese Weise kann die Fahrzeit zwischen Brüssel und Paris (Thalys®) um 30% verringert werden, während die Strecke Brüssel - London (Eurostar®) ihrerseits um 20% schneller zurückgelegt wird.

Title: The Union's Policies - Transport

Description: During the last ten years, the European Union has made enormous strides towards creating a single market by breaking down the barriers between its Member States. Free movement of people and the free circulation of goods are two of the mainsprings for the future growth of this single market. To be fully effective, they need a transport system which is up to the task. That is why the EU's transport policy seeks to achieve an integrated trans-European transport network which responds to peoples' demands for a cleaner environment and safer, reliable mobility. Neither should it be forgotten that a healthy transport economy delivers benefits in its own right. Transport accounts for an estimated 6.5% of the EU's gross national product, and employs more than 6 million people. To maximise the benefits of an integrated network, the Commission and the Member States are striving for greater integration of national transport policies, more competition between transport suppliers, a coordinated approach to infrastructure development and firm constraints on state aids to national operators. Since the present Commission took office in January 1995, it has put special emphasis on the need to create a better balance between road and other means of transport so as to reduce pollution and congestion and increase safety. In recent months, it has published a Green Paper on Progress Towards Fair and Efficient Pricing examining ways in which transport prices can better reflect the costs to society of pollution, congestion and accidents. It suggests that a better balance in prices would produce a better balance between different forms of transport - for example, encouraging more passengers and freight traffic to choose rail. The Commission has also recently published a consultative Green Paper, The "Citizens' Network", calling for greater investment in public transport systems as part of an integrated approach to solving the problem of Europe's growing traffic "gridlock." Description fr: Ces dix dernières années, l'Union européenne a considérablement progressé dans la création d'un marché unique en faisant disparaître les barrières qui séparaient ses Etats membres. La libre circulation des personnes et la libre circulation des marchandises sont deux des grands moteurs de la future croissance de ce marché unique. Pour fonctionner parfaitement, ils doivent pouvoir s'appuyer sur un système de transport à la hauteur de leurs objectifs. C'est pourquoi la politique des transports de l'UE vise à mettre en place un réseau transeuropéen intégré de transport qui réponde aux souhaits des citoyens en matière de respect de l'environnement, de sécurité et de mobilité. Il ne faut pas oublier non plus que la santé économique des transports est intéressante en soi. Les transports représentent environ 6,5 % du produit national brut de l'UE, et emploient plus de 6 millions de personnes. Pour tirer le meilleur profit du réseau intégré, la Commission et les Etats membres cherchent à intégrer davantage les politiques nationales de transport, accroître la concurrence entre les fournisseurs de transport, coordonner les stratégies en matière de développement des infrastructures et contrôler strictement les aides d'Etat accordées aux exploitants nationaux. Depuis que l'actuelle Commission est entrée en fonction en janvier 1995, elle s'est particulièrement attachée à créer un meilleur équilibre entre la route et les autres moyens de transport, afin de réduire la pollution et la congestion routières, et de renforcer la sécurité. Il y a quelques mois, elle a publié un Livre vert sur l'évolution vers une tarification équitable et efficace dans les transports. Ce document examine les moyens de mieux intégrer, dans les prix des transports, les coûts que la pollution, la congestion et les accidents représentent pour la société. Il suggère qu'un meilleur équilibre des prix entraînerait un meilleur équilibre entre les différentes formes de transport, encourageant par exemple le choix des chemins de fer pour le trafic des voyageurs et des marchandises. La Commission a également publié récemment un Livre vert de consultation, sur le "réseau des citoyens", qui en appelle à de plus grands investissements dans les systèmes publics de transport, dans le cadre d'une approche intégrée visant à résoudre les problèmes croissants du blocage du trafic en Europe. A network which will: create a more vigorous, competitive economy capable of generating many more new jobs embody the concept of sustainable mobility which seeks to improve the environment and preserve tomorrow's natural resources without sacrificing today's economic growth guarantee higher personal safety and a decline in traffic congestion and pollution offer travellers and goods a wider choice of transport means and deliver them to their destinations more quickly establish better connections between regions on the periphery of the Union and those at its centre include links with partner countries in central and eastern Europe moving towards membership of the Union These are the objectives of a network design which the European Commission has estimated will cost around ECU 220 billion by 2000, and nearly twice that by 2010. The design identifies the transport projects which will establish the network. All of these have been approved by the Member States concerned and several are already underway. But many more are still at the planning stage. The schemes fit together The Commission's design proposal requires: 70,000 kms of railways, including 22,000 kms of new and upgraded track for High Speed Trains; 15,000 kms of new roads, nearly half in regions on the outskirts of the Union, to complete a 58,000 km network already largely built; combined transport corridors and terminals; 267 airports of common interest and networks of inland waterways and sea ports. The European Council meeting at Essen in December 1994 endorsed 14 transport projects of common interest as priorities. Since they need final approval by the other legislative institutions, the projects in the Commission's design could eventually be altered by the Council of Ministers and the European Parliament. All must be positively assessed for their impact on the environment before they can go ahead. The schemes are designed to fit together in a special way. They will give Europe an operating network of high speed trains, much more efficient air traffic control systems, airports and ports which connect well with the territories they serve, motorways in regions which have few or none at all and some new and redeveloped inland waterways.

Le but de ce réseau est de : créer une économie plus vigoureuse et plus compétitive capable de générer bien davantage d'empois concrétiser le concept de mobilité durable en vue d'améliorer l'état de l'environnement et de préserver les ressources naturelles de demain sans sacrifier la croissance économique d'aujourd'hui garantir une plus grande sécurité des personnes et un réduction des encombrements et de la pollution dus à la circulation offrir, pour les personnes et les marchandises, un choix plus vaste de moyens de transport et des possibilités de déplacement plus rapide améliorer les connexions entre les régions périphériques et les régions centrales de l'Union établir des liaisons avec les pays partenaires de l'Europe centrale et orientale susceptibles d'adhérer à l'Union. Tels sont les objectifs d'un schéma de réseau dont le coût atteindra, selon les estimations de la Commission européenne, 220 milliards d'écus environ en 2000 et presque le double en 2010. Ce schéma définit en matière de transports les projets qui vont structurer le réseau. Tous ces projets ont été approuvés par les Etats membres concernés et plusieurs d'entre eux sont déjà en cours de réalisation; un bon nombre, cependant, n'en sont qu'au stade de la planification. Des projets qui se complètent Le schéma de réseau proposé par la Commission comprend : 70 000 km de voies ferrées, dont 22 000 km de voies neuves et modernisées pour le passage des trains à grande vitesse; 15 000 km de routes neuves, dont presque la moitié seront situées dans les régions périphériques de l'Union, pour compléter un réseau de 58 000 km déjà en grande partie achevé; des couloirs et des terminaux pour le transport combiné; 267 aéroports d'intérêt commun et des réseaux de voies navigables et de ports maritimes. Le Conseil européen réuni à Essen en décembre 1994 a approuvé en tant que projets prioritaires 14 projets de transport d'intérêt commun. Etant soumis à l'approbation finale des autres institutions dotées de pouvoirs législatifs, les projets composant le schéma de la Commission peuvent être modifiés par le Conseil des ministres et le Parlement européen. Tous doivent, en outre, passer avec succès le stade de l'évaluation de l'impact sur l'environnement pour pouvoir suivre leur cours. Les projets sont conçus pour se compléter selon des modalités particulières. Grâce à eux, l'Europe disposera d'un réseau de trains à grande vitesse; de systèmes beaucoup plus efficaces de contrôle du trafic aérien; d'aéroports et de ports correctement reliés auxterritoires qu'ils desservent; d'autoroutes dans des régions qui en sont partiellement ou complètement dépourvues; et de voies navigables nouvelles ou modernisées.
