The objective of this project is to develop a set of strategic models for transport policy assesment in the field of taxation, pricing, regulation and financing and to demonstrate these models by analyzing different transport policy proposals with a European dimension. The approach focuses on completing the total
spectrum of decision levels and options, rather than elaborating the details specific to one particular option.
This involves the integration of different objectives:
A. Define Policy Packages: Survey of European transport pricing problems and translation into alternative policy packages that can be tested by the TRENEN II strategic models.
B. Basic Valuation Inputs for the Strategic Model Exercise
The strategic model exercise aims to compare alternative policy packages on the basis of an enlarged social welfare criterium. This requires harmonized assumptions on valuation of transport quality, welfare weights, internal costs, social cost of public funds and external costs.
C. Strategic Model Development
Based on the experience with the TRENEN I models (developed in the JOULE program), a new version of TRENEN-URBAN and TRENEN-INTERREGIONAL will be developed. The main improvements for the urban model are disaggregation, segmentation and the dynamic specification. In the interregional context new developments will principally be related to the specific characteristics of international transport and
supra-national policy-making.
D. Model Implementation and Tests of Policy Packages
Case studies will be performed in five cities: Brussels, Dublin, Bologna, Amsterdam and Athens, and in three regions Belgium (and Flanders), an Italian region and Ireland. Policy conclusions will be drawn from this experience, covering issues as subsidiarity and centralisation in transport policy making.

Mobility management develops (low cost) concepts, strategies and actions that safeguard a given transport need for individuals, institutions and companies through the efficient use of available transport facilities or through strategies for avoidance of trips, promoting a sustainable development. Title: European Economic Impact Study for the European shipping sector

1. The description of a methodology for the assesment of the economic impact of the shipping sector activities on the Member States' and the European economy: the European Economic Impact Study.
The E-EIS methodology allows the quantification of the full economic significance of the shipping sector in the EU. The E-EIS also provides essential information with respect to the linkages between the sector concerned and other economic sectors. First, a framework will be developed which can be used for all Member States, and second, a method will be described for the construction of the Input-Output-tables (the bottom-up method).
2. The construction of the Input-Output-tables for the Netherlands, Belgium, UK and Italy.
First, the shipping sector and its sub-sectors need to be determined and data need to be collected for the construction of these tables. Second, the data will be used to construct the Input-Output-tables for each of the four Member States.
3. The quantitative evaluation of the shipping sector in the Netherlands, Belgium, UK and Italy, using the E-EIS methodology.
The inter- and intrasectoral relations between the shipping sector and the other sectors of the economic system will be analysed as well as the total economic impact of the shipping sector in terms of value added, employment and backflow to the government.
4. The development of a set of relevant recommendations for a European shipping policy and the assessment of the potential effects.
The emphasis will be on the possibility of identifying a common response to changes in the global environment. In order to assess the potential effects of a set of policy recommendations on the value added structures of the shipping sector, the economic impact of a number of policy scenarios will be calculated according to the E-EIS methodology. Three scenarios will be considered: the laissez-faire scenario, the conventional subsidiation scenario and the new policy framework scenario.

The project is a part of a set of interlinked activities aimed at the development of a European wide common concept for a railway safe signalling system (ERTMS). In particular, the project covers the main industrial activities relating to the system design and prototyping.

Objective : Main objectives:
IQ stands for intermodal quality, it is aimed at analyzing the quality aspects influencing intermodal transport. It will work on the improvement of the interoperability among terminals, the interconnectivity and accessibility in intermodal transport. The project deals with both the quality of terminals and the quality of network. The project will produce demonstrators on the new organizational concepts to improve the intermodal transport competitiveness with the integration of new or the improvement of existing technologies. An intermodal transport quality index , as well as an interactive simulation tool (SIMIQ) will be produced and tested in the market.
IQ will achieve this through 6 work packages:
1. Quality of terminal: segmentation of the market, assessment of the impact of technological developments, prospective of terminal supply and description of market changes by comparing supply and demand.
2. Quality of the network: description of the services per different sectors, comparison and evaluation of the improvements in the intermodal transport network operations, prospective of new infrastructure investment and estimation of new capacity and description of market changes by comparing supply and demand.
3. Interactions: evaluation of the advantages of a spatial integration of functions, create innovative ways to integrate the different intermodal actors in order to create a professional intermodal offer, determine the effects of technical progress on intermodal quality and accessibility, determine the existing degree of integration of the intermodal transport market.
4. Development and test of an interactive simulation tool (SIMIQ) to analyze the effect of changes in the system on the performance criteria of intermodal transport, The findings of the project, the solutions and the tools d developed in the research will be demonstrated in full scale demonstration activities. The selected test sites are Verona, Madrid and Duisburg.
5. Dissemination of the results of the project through interaction with the users and suppliers of intermodal transport in order to reach market acceptance.
6. Presentation of a framework for the implementation of the improvements (findings of the project) in the intermodal transport market and industry.

Objective : The objective of the WAVE project is:
- To improve the accuracy of conventional WIM (Weigh-In-Motion) systems to estimate the static loads from the measurements of dynamic impact forces, through use of arrays of sensors whose results can allow for dynamic interaction between vehicle and pavement.
- To develop and improve the functions and accuracy of bridge based WIM systems through more sophisticated vehicle/bridge interaction modelling and data processing.
- To elaborate common data structures, formats and quality assurance procedures, to facilitate the exchange and comparison of WIM data throughout the EU, to increase the confidence in these data and provide reliable tools to the decision makers.
- To test WIM systems, particularly in cold regions where pavements are weaker during the thaw and sensors are susceptible to studded tyres and salt, in order to assess their durability and performance in various climatic conditions.
- To elaborate standardised calibration methods and procedures from improved existing methods, applicable to all European climates and types of WIM systems, to assess the reliability of WIM and facilitate the relationships between vendors and users.
- To develop and implement a new WIM technology, based on an innovative fibre optic sensor which is promising in terms of quality and extent of information provided and its insensitivity to harsh climatic conditions.

Objective : Data acquisition on test sections throughout Europe and analysis of the data to yield pavement performance models.
The PARIS project will provide a data base of the in-service performance of European road test sections, gathered in so-called Real Time Loading Testing (RLT). These data will be extended with information obtained from Accelerated Loading Testing (ALT) of pavement sections using dedicated research facilities. Ultimately, the PARIS project will give road managers the tools needed for cost-effective management of the European road infrastructure.
The following measurable objectives are identified:
- Uniform definitions, data acquisition systems and analysis methods to interpret road pavement performance.
- A central research database for road condition data gathered in the participating countries.
- A coherent set of pavement performance models, applicable for different conditions, climates and materials. These models will be based on real-time data from all participating countries and additional data from accelerated loading tests.
- Verification of the pavement performance models developed.
- Suggestions for implementation of the models.
- Coordinate the project with other related activities.
