Immigration :

The first Aliens Act 7/1985 on the rights and freedoms of aliens in Spain dates the 1st of July 1985. This act superceded by the Immigration Act 4/2000 of 11 January 2000 which was amended by the Organic Act 8/2000 of 22 December 2001.
In 2003 a new modification to Immigration Act 4/2000 amended by Act 8/2000 has enter into force: Organic Act 14/2003 of 20 November, OJ 21 Nov. 2003.
After the terrorist attacks on March 11, a new royal Decree has been adopted in order to grant the Spanish nationality to victims of those terrorist attacks: Royal Decree 453/2004 of 18 March, OJ 22 March 2004.
The Royal Decree 2393/2004 of 30 December on the Implementation Rules to the current Organic Act 4/2000 of 11 January 2000 amended by the Organic Act 8/2000 of 22 December 2000 and also amended by Royal Decree Organic Act 14/2003 of 20 November, has been published at the Official Journal of 7 January 2005. This Royal Decree (which substitutes Royal Decree 864/2001 of 20 July 2001) opens an extraordinary regularisation procedure for irregular immigrants through whom about 850.000 migrants could obtain their legal residence and work status in Spain.

Asylum :

Asylum Law is regulated by the Law 5/1984 of 26 March 1984 on Right of Asylum and the condition of refugee. This Law was modified by the Law 9/1994 of 19 May 1994. A Royal decree of implementation 203/1995 was adopted on 10 February 1995. In order to transpose the Directive on Temporary Protection of 20 July 2001, a Royal Decree has been adopted: Royal Decree 1325/2003 of October 2004, whereby the regulation on the standards for temporary protection in then even of a mass influx of the displaced personas is transposed; OJ 25 Oct. 2003.
