Juris Gromovs is the lecturer of the University of Latvia and visiting lecturer of the Riga Graduate School of Law in the following fields: EU law/EU integration issues, international refugee law, international migration law. He participated as the expert in EU law in EU funded projects for the public institutions of Bosnia and Herzegovina, Ukraine, Moldova, Belarus, Georgia and Kosovo.

He was the national reporter for the following projects:

1) The Reports done by the Odysseus Network for the European Commission on the implementation of the following directives in Latvia (performed in 2007):

  • Directive 2001/55/EC du 20 juillet 2001 on minimum standards for giving temporary protection in the event of a mass influx of displaced persons and on measures promoting a balance of efforts between Member States in receiving such persons and bearing the consequences thereof
  • Directive 2003/9/EC of 27 January 2003 laying down minimum standards for the reception of asylum seekers
  • Directive 2004/83/EC of 29 April 2004 on minimum standards for the qualification and status of third country nationals or stateless persons as refugees or as persons who otherwise need international protection and the content of the protection granted
  • Directive 2004/81/EC of 29 April 2004 on the residence permit issued to third-country nationals who are victims of trafficking in human beings or who have been the subject of an action to facilitate illegal immigration, who cooperate with the competent authorities,
2) The Report done by the Odysseus Network for the European Commission on the implementation of the directive on reception conditions for Asylum seekers in the Republic of Latvia (performed in 2006).

3) The Reports done by Labour Asociados, Consultoría Social, Laboral e Internacional, S.L.L for the European Commission on the implementation of the following directives in Latvia (all reports performed in 2006):
  • Directive 91/533/EEC on “Information on individual employment conditions”;
  • Directive 98/59/EC on the approximation of the laws of Member States relating to collective redundancies;
  • Directive 94/33/EC on the protection of young people at work.
4) He elaborated the draft model for return and reintegration of the third country nationals from the Republic of Latvia (within the framework of the project “Elaboration of the return and reintegration system in Latvia " funded by the European Return Fund and implemented by the IOM in February-May 2010)
