Vincent CHETAIL is Professor of International Law at the Graduate Institute of International and Development Studies (Geneva) and Research Director at the Geneva Academy of International Humanitarian Law and Human Rights and at the Program for the Study of Global Migration. He is also Editor-in-Chief of Refugee Survey Quarterly (Oxford University Press).
