After two conferences devoted to the emergence of the European policies on immigration and asylum held respectively in Brussels and Lisbon, the Odysseus Academic Network has decided to organise in Paris a third Congress to assess the evolution at the end of the transitional period (May 1999-May 2004) organised by the Amsterdam treaty for the implementation of an Area of Freedom, Security and Justice.
The aim is to analyse the legal developments of the European policy on immigration and asylum through the legislative instruments, the actions plans and the conclusions of European Councils in comparison with the guidelines defined in the Tampere conclusions of October 1999. Apart from the fact that it will give a possibility to evaluate globally the steps forwards or backwards, this event will also be interesting because it will cover the most recents developments which will take place till the beginning of June 2004.
