Head of Delegation advanced visit
In order to help facilitate your preparations for the 2003 Summer Universiade, an advanced visit of the delegations to Daegu will by organised by the Organising Committee and by FISU, in April 2003. Further information will be forwarded when the date is fixed.
1. Participation - Eligibility
1.1. Who may take part in the Universiade?
a) Invitations to the countries must be addressed to :
- the FNSU
- if no such FNSU exists, to the National Olympic Committee or to similar national organisation which groups together the students of that country, subjected to the approval of FISU.
Notwithstanding the previous condition, in countries with fewer than 2,000,000 inhabitants of fewer than 5,000 students, students attending technical or secondary schools may participate in FISU events provided they have been attending their establishments for at least two years.
Countries wishing to take advantage of the concession in the first paragraph of Art. 5.2.2 must submit an application to the FISU Executive Committee at least six months before the scheduled start of the event. Such an application must be supported by documents endorsed by the appropriate State or National Academic Authorities.
b) The following may participate as competitors in the Universiade :
- students who are officially registered for and pursuing a full time course of study at a university or similar institute whose status as a university is recognised by the appropriate national academic authority of their country;
or
- former students of the institutions mentioned above who have obtained their academic degree or diploma in the year preceding the event.
- be a national of the country they represent;
- be at least 17 and less than 28 years of age on January 1st, 2003 (be born between January 1, 1975 and December 31, 1985)
c) Quota for competitors by event
The number of competitors permitted to enroll in certain sports is limited. Please refer to the individual sport pages for further information. FISU does not establish qualification standards except for the Athletics finals.

Each country has the right to enter one team per tournament. The following is the list of criteria used by the FISU Executive Committee in selecting teams, should the number exceed the above mentioned figures:
- Date of receipt of the entry and payment of the deposit.
- Past Universiade participation and placement.
- World Ranking
- Continental distribution.
e) Maximum number of officials

NB The referees, judges and media liaison are not included in the above calculations.
If a country brings more officials than allowed, the Organising Committee will ask for a supplementary participation fee per day.
1.2 Referees and Judges
a) Responsibility for Referees and Judges
When required (see individual sport pages), countries taking part must bring with their delegation, licensed referees and judges of the appropriate International Sports Federation, at their own costs including all allowances following the customs of the appropriate FSI.
b) Fines for not supplying the required number of Referees or Judges
Countries which do not fulfil their obligation of bringing the required referees/judges will have to pay, when their delegation is accredited, a fine of 2500USD for each referee and/or judge missing
1.3 Media liaison
It is recommended to the participating countries with more than 20 participants to nominate one media liaison. This person will be out of the official quota and will receive a special accreditation pass which will allow them access to both the press centers and the Universiade village.
2. Entry procedure
a) Deadlines and addressees for the entry forms
Please refer to the important deadlines page that summarises the different entry deadlines.
- Along with the invitation, the Organising Committee will be forwarding an "Intention of Participation" form (PI) which must be returned to FISU and the Organising Committee no later then November 21, 2002
- The General Entry Forms (G1 and G2) are required to be forwarded to the OC and FISU no later then February 21, 2003
-the Final Engagement form for team sports (FE) (including a team sport deposit to be decided by the FISU Executive Committee) needs to be forwarded to FISU no later then March 21, 2003
- the judges and referee nominative entry forms (N15 and N16) are required to be forwarded to the OC and FISU no later then May 21, 2003
- The Quantitative Entry forms (Q1 and Q2) have to be forwarded to the OC and FISU no later then May 21, 2003
- The Nominative and Individual Entry Forms (I1-I15 and I19)( along with a 25% deposit on the participation fees, per competitor entered, in individual sports) must be returned to the Organising Committee no later then July 21, 2003. The Nominative and Individual Entry Forms must not be returned to the FISU Secretariat.

c) Signature and seal on the entry forms
An official designated member of the invited National University Sports Federation or the invited organisation must countersign the entry forms with the seal of the said organisation. For the non-members associations, the National Sports Federation concerned must also sign the entry forms.
3. Participants' share of expenses
The delegations are responsible for the following costs:
3.1. Entry fees (paid to the FISU International Control Commission upon arrival)
FISU Member associations: 20 US$ per competitor and official
Other Associations : 40 US$ per competitor and official
3.2. Participation Fees (paid to the OC)
a) Each participant (competitor and official) and referee or judge will have to pay 37 US$ per person, per day. (special rate offered to the participating countries by the OC).
c) Countries that want to participate in the team sports (volleyball, basketball, waterpolo, football) must pay a deposit per registered team to FISU before March 21, 2003 (the amount of the deposit will be set by the Executive Committee of FISU).
b) Countries participating in individual sports must confirm their participation, at least one month prior to the start of the Universiade (July 21, 2003) by paying to the Organising Committee 25% of the total anticipated participation fees per participant. The Organising Committee will send appropriate information to the invited countries.
Credit Note to teams that are not selected
Teams that are not selected will have their deposit reimbursed or credited towards their remaining participation fees.
Forfeit of a team
In the event of a forfeit, this deposit shall cover the costs undertaken by the Organising Committee and FISU (50% for the Organising Committee and the remaining 50% become the property of FISU).
d) Payment of the balance owing upon arrival at the Universiade
The Head of Delegation must present the deposit receipt, upon arrival at the Universiade, at the Organising Committee Accreditation Centre. The balance due will be calculated on site.
The participating countries may pay the Organising Committee in US$, or in Won at the official rate of exchange.
3.3 Judges and Referees
Countries which do not fulfil their obligation of bringing the required referees/judges as mentioned in point a) will have to pay a fine of 2500USD for each referee and/or judge missing, when their delegation is accredited.
3.4 Travel Costs
The countries shall be responsible for their own travel costs to Daegu, host City of the Universiade, and return.
3.5 Insurance
Participating countries must provide appropriate insurance coverage for travel and participation, as these are not the responsibility of the Organising Committee nor FISU.
4. Transportation
4.1 Return trip to and from Daegu
The OC is studying special rates and will release further information when available
4.2. Local Transportation of the delegations
From August 14 until Sept 3, the Organising Committee will take care of the delegation's transportation, including trips from the Daegu Airport to their accommodation site.
The Organising Committee will provide several services:
- Shuttle buses connecting the Village, the competitions and training sites, the press centre, the accreditation centre, the medical centre, the accommodations of FISU, referees, media and the OC headquarter.
- Designated shuttle buses for competition purposes
- Assigned car and driver according to the following criteria.
For the calculations below, delegations do not include judges or referees.

5. Universiade Village
Athletes and Officials will be accommodated in the Athlete's Village which is located in the Buk-gu region of the Daegu Metropolitan City. The Village will be open from August 14 to Sept 3. It consists of 1935 units in 24 apartment builidngs. These unts varry from 4 to 8 person apartment buildings. The Village will offer the participants an array of services including restaurants, 9 movie theatres and a swimming pool. The village is currently under construction and is schedule to be completed April 30, 2003.
